The relationship between local and central government is make-or-break for successful policy implementation.
Successful delivery of public policies relies heavily on the skills, knowledge, and cooperation of government departments at the centre and councils and local/regional agencies at the delivery end.
However, after 15 years of austerity and upheaval, this relationship is in need of repair. A new government can serve as a catalyst for change, not just in terms of a shift in policies, but also in the way government works. This change brings an opportunity to reassess and reset the central-local government dynamic.
Our experience across a range of programmes shows that bridge-building is a critical element for success. Government programmes need effective facilitation, mediation, and translation to create trusting and productive relationships between partners.
