Local government reorganisation - priorities and next steps for district councils

This free webinar will support district councils to consider the critical next steps in their Local Government Reorganisation journeys. We will also be exploring how councils can take steps to ensure the distinctiveness of their places is understood and retained within a single authority serving a minimum of 500,000 residents.


The reforms outlined within the English Devolution White Paper will fundamentally change how public services are delivered.


District councils currently play a crucial place leadership role. Proposals for reorganisation are therefore required to demonstrate how local delivery capabilities, strong local connections and a deep understanding of local challenges and opportunities will be secured and sustained.


The webinar will be chaired by Mutual Ventures Chief Executive Andrew Laird and will feature expert input from:

·        Prof. Donna Hall, Former Chief Executive of Wigan Council and Chorley Council  

·        Liz Elliot, Deputy Chief Executive, Harborough District Council

Our expert panel will explore the importance of:

·        Strategic planning - confirming your place-based priorities and objectives

·        Place leadership - articulating the council’s values and role as an enabler and coalition builder

·        Evidencing current and future need - being transparent about the local challenges and opportunities

·        Story telling - explaining your place’s identity, specialisms, heritage and uniqueness, and being clear about works locally

·        Building a picture of ‘what good looks like’ post-LGR - from the perspectives of staff, local residents and businesses

·        Engagement and communication - having a clear plan on how to engage with stakeholders

·        Collaboration - working with other councils and system partners to explore the options

·        Capacity building - securing sufficient capacity and being clear about how decisions will be made
