Foster care regional analysis and planning tool

Explore data and trends in fostering caring across regions in England with MV's new interactive tool.



Mutual Ventures is the delivery partner for the Department for Education's Fostering Recruitment and Retention Programme, working with local authority clusters to implement a pan-local authority approach to foster carer recruitment.


In November's policy statement on children's social care, Keeping Children Safe, Helpfing Families Thrive, the government promised investment to 'make sure every local authority has the offer of a regional fostering recruitment hub to help raise awareness about fostering and offer prospective carers support from the start of their fostering journey'.


To support the further development of fostering recruitment hubs, Mutual Ventures has developed a Regional Fostering Analysis and Planning Tool. The purpose of the tool is to support the development of regional working in children's services. It maps regional structures and provides data on the performance of local authorities in fostering. 


The tool is based on publicly available data from the ONS, Ofsted and the Department for Education.


The tool includes the following interactive features:

  • maps of the footprints of a range of regional services/structures, including fostering hubs, regional adoption agencies, courts, police forces and devolution areas

  • an overview of the key statistics on fostering households for each local authority by region
