Case study: Gedling Council - Greater Carlton Long Term Plan for Towns

Challenges faced by the client:


Following notification that Carlton had been selected as an area for investment in the Long Term Plan for Towns, Gedling Borough Council required support to mobilise a representative Town Board and develop a 10-year Vision and 3-year Investment Plan setting out the ambition for the future of the town.

Gedling Council needed to work at pace in a time of uncertainty due to the 2024 General Election. To ensure that the Vision and Investment Plan was delivered on time and within the guidance set out to increase the likelihood of investment, the Council required support to progress the project and maintain the Town Board's focus. 


Our support:


Mutual Ventures led on the development of the 10-year Vision and 3-year Investment Plan. Our scope in doing this focused on three key elements:


  1. Maintaining a project drumbeat across the Town Board meetings, ensuring a consistent briefing schedule and ensuring the Board meeting agendas were designed to secure decision-making and approval for the ambitious programme.


  2. Engaging with a range of stakeholders and members of the community, with our partners, Iceni, to ensure that the final 10-year Vision and 3-year Investment Plan delivered local community and partner priorities. We did this through arranging 1:1 discussions with a range of stakeholders internal and external to the Council, through approaching businesses in key retail areas to hear their views, and through engaging with local schools to ensure we heard the opinion of young people.


  3. Developing and drafting the final 10-year Vision and 3-year Investment Plan to be submitted as part of the Long Term Plan for Towns. Within this, it was key that we balanced the priorities of communities and the Town Board with the requirements contained in the government guidance.


Outcome achieved:


 The final 10-year Vision and 3-year Investment Plan we developed was able to be signed off and approved by both the Greater Carlton Town Board and Gedling Borough Council. Our management of the process, detailed stakeholder and community engagement, and understanding of wider government ambitions in a changing context ensured that the final Vision and Investment Plan produced were aligned with existing guidance whilst simultaneously being suitably ambitious for the town in light of its position within the wider Gedling and East Midlands economy.
